Earline B. Williams, CPA

 

Prior to joining the Griffon team as a Managing Director Ms. Williams worked as General Manager, Finance for the Philadelphia Housing Authority. There, she was responsible for professional staff and management consultants tasked with monitoring and developing strategic, capital and operating plans for the nation’s fourth largest public housing authority. She also performed operational reviews and informal inquiries to ensure management compliance with the Housing Act of 1937 and the QHWRA of 1998.

In Philadelphia Ms. Williams’ major accomplishments included:

  • Managing the implementation of the PHAS and SEMAP systems.
  • Developing the 2001 Five-Year and Annual Plan including the Capital Fund Program grant submission of approximately $182 M.Creating the Moving to Work Demonstration Program Plan for submission to HUD.
  • Assisting in the development and implementation of unit tracking computer system.
  • Developing management tools and processes for the effective oversight of resident, privately managed, and HOPE VI public housing developments.
  • Developing business process improvements to streamline the Admissions and unit leasing activities.
  • Designing, developing and implementing computer hardware and software systems for utility management and housing operations.
  • Instituting $5 million in revenue or costs savings generated from the efficient management of resources and superior customer service.
  • Managing a $100 million departmental budget instituting its first cost controls.
  • Managing and coordinating programs to ensure compliance with federal guidelines.

Ms. Williams’ skills include the planning and implementation of projects, process streamlining, risk assessment, staff development, budgeting and trouble-shooting. She is a detail oriented professional with a background in operations, project management and accounting. She possesses leadership, analytical and problem solving skills; strong interpersonal skills with the ability to effectively communicate with all levels of management as well as the ability to complete multiple tasks at a high level of proficiency.

Ms. Williams is an honors graduate of Pierce College and LaSalle University, a Pennsylvania licensed Certified Public Accountant (CPA) with over 20 years of experience as a department and project manager, auditor, customer account manager and financial analyst within the Operations and Finance business lines of Fortune 300 companies, and most recently at the nation’s fourth largest PHA.
